David Stewart

David Stewart is a principal in the Public Policy Practice of Squire Patton Boggs in Washington, D.C., and provides strategic advice to clients on a wide range of policy matters, with an emphasis on tax, international trade and other economic matters. Most recently, he served as the majority staff director for the Committee on Ways and Means, which has exclusive jurisdiction over taxation and international trade in the U.S. House of Representatives. Mr. Stewart played a crucial role in the passage of major U.S. tax reform legislation in 2017. Previously, he served as the policy director to Speaker of the House of Representatives John Boehner, where he advised the Speaker on all policy areas. During this time, he played key roles in the passage of free-trade agreements and negotiations over significant budget agreements. In addition to his experience on the Committee on Ways and Means and in the Speaker’s Office, Mr. Stewart has served in many other positions on Capitol Hill and was the Economic Policy director for a U.S. presidential nominee. He received his B.A. from San Diego State University.
