Robin E. Phelan is PHELANLAW in Dallas, where he focuses his practice on insolvency, reorganization and related areas, including extensive litigation in the bankruptcy court and other federal courts, and analyzes the effects of bankruptcy on corporate and financial transactions. He is a frequent speaker on panels and programs throughout the U.S. and internationally regarding develop- ments in bankruptcy and insolvency law, and he has authored numerous publications, several of them relating to tax, governmental and environmental claims. He is a contributor to several major treatises on bankruptcy and has testified before both the Congressional Bankruptcy Review Commission and U.S. Congress on insolvency matters. Mr. Phelan participated in a program sponsored by the U.S. Department of State and the United Nations to develop model cross-border insolvency provisions, has been a delegate to UNCITRAL and participated in a White House program to improve the U.S. bankruptcy system. He is a former ABI president, a Fellow in the American College of Bankruptcy, and a member of the Dallas, and Texas Bar Associations. Mr. Phelan has been listed in The Best Lawyers in America for more than 30 years, is recognized by Chambers as one of the leading practitioners in the U.S. for bankruptcy and has taught at SMU law school. He received his B.S.B.A. and his J.D. cum laude from Ohio State University.
