Rebecca Sheppard is a director at Frost Law in Annapolis, Md., in its Tax Controversy practice group.A tax attorney, she has used her background in government practice to work with business clients across the country in helping them secure government funding from PPP, EIDL and the Employee RetentionCredit (ERC). Ms. Sheppard has used her tax and legal background to closely follow legislative changes and relief programs, and her efforts have allowed her to recover significant refunds for many small and medium-sized businesses around the country. She focuses her practice in the areas of individual income tax, corporate income tax, sales and use tax, withholding tax, admissions and amusement tax, motor fuel tax and business license revocation. She also is experienced in personal officer liability stemming from assessments in sales and use taxes, withholding taxes, and admissions and amusement taxes. Ms. Sheppard previously worked for the Comptroller of Maryland as a tax attorney in its Hearings and AppealsSection. She conducted administrative hearings, issued binding legal determinations, and negotiated settlement agreements on behalf of the Comptroller of Maryland. Ms. Sheppard is admitted to practice in the District of Columbia, Maryland, and before the U.S. Tax Court and the U.S. District Court for the District of Maryland. She was named a Super Lawyers “Rising Star” from 2020-21 and in The BestLawyers in America’s “Ones to Watch” list in 2019 and from 2021-23. She also received the J. Ronald Schiff Award for Pro Bono Services in 2021. Ms. Sheppard received her B.A. in government and politics in 2006 from the University of Maryland and her J.D. cum laude in 2011 from the University of Baltimore School of Law.
